Job Purpose: The Director of Homeless Programs is responsible for developing, managing, and
evaluating programs to advance Friendship Service Center’s (FSC) mission, values, and strategic
objectives. Specifically, they oversee the organization's housing and homeless services. An
innovative thinker and visionary, they have experience in evidence-based practices, data-driven
programming, and building and implementing systems and processes. The Director of Housing
Programs plays a lead role in implementing FSC’s strategic plan, creating, and embedding a
Housing-first, trauma-informed, and harm-reduction model across all services, and ensuring the
integration and coordination of service delivery.
Duties and Responsibilities: The primary function of the Director of Homeless Programs is to
ensure quality service delivery to individuals and families experiencing literal homelessness
served within the homeless system program offered by FSC within the Central Coordinated
Access Network (CAN).

● Ability to work with diverse populations, individually and as a part of a team, with a
commitment to ending homelessness in our community;
● Working under the general supervision and the guidance of the Chief Executive Officer,
Director of Homeless Programs will lead the planning, controlling, and coordination of the
overall administrative, program management and policy formulation for all homeless
services programs operated by FSC;
● Provide Executive leadership in setting and implementing policy within the framework of
service delivery (including the delineation of scopes of services, allocation of resources,
grant commitments, etc.);
● Responsible for developing and implementing program plans, from program design and
statements of philosophy to systems of record management;
● Responsible for the oversight and monitoring of managerial homeless program staff and
ensures the efficient and effective implementation of homeless programs, including
empowering management to coach and support staff to success;
● Assist with preparing, recommending, and implementing an annual budget in
accordance with the Chief Executive Officer, Chief Operating Officer and Finance Director;
● Ensure compliance with all local, state and federal funders including client files, HMIS, and
reports;
● Lead the department in making quality hiring decisions, and ensuring the training and
mentorship of employees in best practices, policies and procedures;
● Represent FSC and its mission at community events, training, and meetings including monthly CAN Leadership and other statewide initiatives that drive holistic system
improvement.

Qualifications/Requirements: To perform the job successfully, an individual should
demonstrate the following competencies to perform the essential functions of this position.
● 3+ years experience in planning, controlling and coordinating the overall administrative,
program management and policy formulation for the continuum of homeless services
FSC offers, managing decision-making processes, quality improvements, and program
administration.
● 5+ years experience leading, supervising, coaching, and developing a professional staff.
● Demonstrable experience providing managerial leadership in setting and implementing
policy within the framework of homelessness service delivery as well as providing overall
policy guidance, program objectives and changes in program emphasis.
● Ability to effectively communicate the agency’s mission orally and in writing with all levels
of stakeholders.
● Experience working with Strategic Plan and Program processes required. Master’s
Degree preferred.
● Maintain auto insurance minimum limits as follows – 1) single liability limits of $100,000
Bodily Injury Per Person / $300,000 Bodily Injury Per Accident / $50,000 Property Damage
OR Combined Single Liability Limit of $300,000 (this combines the bodily injury and
property damage into one limit per claim) and annually provide a declarations page to
the Human Resources department.

● The ability to safely operate a motor vehicle to transport oneself, others and program

● The physical ability to move and lift light objects up to 30 pounds such as mail, supplies,
files, and equipment.
