    Job Description

    The mission of the Boston Public Health Commission (BPHC) is to work in partnership with communities to protect and promote the health and well-being of all Boston residents, especially those impacted by racism and systemic inequities.     PROGRAM/DEPARTMENT DESCRIPTION

    Boston EMS is the provider of emergency medical services for the City of Boston and is a nationally recognized leader in the field of pre-hospital emergency medicine. The department leverages the latest advances in both medicine and technology to bring high-quality, compassionate care to the people of Boston.

    DUTIES

    • Work to help BPHC advance as an antiracist organization by meeting or exceeding the standards set by the BPHC Anti-Racism Policy.
    • Support the collaborative development and implementation of data-driven measures of performance across the department that reflect the mission of Boston EMS.
    • Enhance the department's overall analytics, primarily focused on department operations and data systems; serve as a resource and content expert for the department in this process.
    • Creates reference materials, templates, and reports in a variety of different formats including presentations, data visualization tools, and statistical software and programs.
    • Build relationships and networks with other city departments to ensure Boston EMS data appropriately informs citywide health and injury prevention initiatives.
    • Proactively support the collaborative auditing, maintenance and enhancement of the department's data and reporting databases to inform quality assurance and improvement.
    • Represent the department and support inter-agency working groups that need analytical assistance or thought leadership.
    • Responsible for systemwide data collection, data quality, analysis and reporting, as directed.
    • Develop and maintain in-house data sets and documentation of a data dictionary.
    • Ensure resiliency and redundancy of databases and data interfaces.
    • Perform various analytical, research and planning projects.
    • Prepare and maintain regular reports and recommend action for improving policies, systems and services.
    • Develop and produce regular standardized management reports.
    • Assist with the evaluation and sustainment of department data systems.
    • Performs other duties as required.

    MINIMUM QUALIFICATIONS

    • Minimum of 4 years related work experience in data analytics, data systems, database reporting, dashboarding, and data visualization.
    • Bachelor's and/or Master's degree in computer science, data science, management information science, computer program, computer processing or other related field may be substituted for years of experience.
    • Familiarity with relational database systems such as PostgreSQL, MySQL, or Microsoft SQL Server.
    • Proficiency in statistical data analysis and visualization using Python, R, Stata, or similar tools.
    • Familiarity with geospatial concepts and data as well as related analysis and visualization tools such as PostGIS, QGIS, or ArcGIS.
    • Experience using PowerBI or other similar data visualization platforms.
    • Strong analytical, problem solving, and communication skills, including mapping of specific business needs to appropriate solutions, in a data-focused context.
    • Strong analytical skills, ability to understand and synthesize complex systems as well as use data to inform decision-making.
    • Comfortable speaking in public and facilitating productive meetings.
    • Skilled in multi-modal communication; able to resolve conflicts to foster continued productive partnerships.
    • Skilled in facilitating decision-making and using tools and technologies (mind-mapping; prioritization matrices; virtual meeting tools; etc.) to maintain engagement, move projects forward, and document decisions.
    • Demonstrated success in learning new skills as needed to succeed in a fast-paced environment and a commitment to learning through continual improvement and research relevant to this role.
    • Comfortable working under pressure and strict deadlines.
    • Strong interpersonal skills that support activities to improve individual, program, and organizational performance.
    • Flexibility and teamwork required.
    • Must comply with all BPHC flu and COVID vaccination requirements annually.
    • Commitment to promoting health equity, inclusion, and diversity within the BPHC, EMS, and community.
    • Knowledge of or willingness to learn about the role of public health in addressing racism, the social determinants of health, and inequities in health outcomes as well as strategies to advance racial justice and health equity.

     Preferred or Plus:

    • 1 year of demonstrated formal or informal social justice advocacy experience and/or community organizing/mobilization experience.
    • Experience in or familiarity with emergency medical services, public health, government, and/or healthcare sectors.
    • At least 3 years of project management experience.
    • At least 3 years of experience working in the field of quality improvement.
    • Experience applying a racial equity lens to analytic frameworks.
    • Experience in or familiarity with governmental public health.
    • Experience in or familiarity with public health or healthcare accreditation processes.

    Standard Hours

    Shift

    35 hours per week.

    9AM to 5PM; Monday to Friday.
